SPARKS, Nev. (AP) - The Sparks City Council has approved a public financing package to assist in the development of a billion-dollar retail and entertainment center at the Sparks Marina.
The Legends at Sparks Marina development is scheduled to open its first phase in September. Plans ultimately call for more than one million square feet of retail and entertainment space, including the first new casino resort to be built in the Reno-Sparks area in 12 years.
The council voted 4-1 today to approve the new agreement. In the works for five years, the deal will set up public financing using Sales Tax Anticipated Revenue bonds, a Local Improvement District and Tax Increment Financing bonds.
Ultimately, public financing will account for about 19% of the $1.1 billion project. No STAR bonds or other type of public financing will be used to finance the Legends Bay Casino.
Councilman Mike Carrigan was the lone dissenting vote. He said he did not want the city taking the financial risk associated with the bonds. He said the risk should go to the developer.
The Kansas City-based RED Development is building the project.

I commend Rep. Andy Welti for his dedication and hard work in restoring the city of Eyota’s ability to use commercial tax increment financing. Until Rep. Welti started working on this law we had been unable for three years to get this obscure restriction removed for the City.
Rep. Welti was persistent, professional and very creative over the past three years in educating his fellow legislators about this restriction. I was personally at a number of those committee meetings and witnessed those presentations.
The commercial tax increment financing restriction was put into place in the early 1990’s to help the cities of Minneapolis and St. Paul to restrict the use of commercial tax increment financing in small cities under 5,000 population and within 10 miles of a larger city with a population of 10,000 or more.
These cities were concerned that they were losing too many commercial businesses to their surrounding suburbs. The Legislature at the time when enacting this restriction did not realize it would affect cities outside the metro area. In the case of Eyota, as Rochester grew and expanded its borders Eyota fell into this restriction.
